I want to share some information which will probably have a significant impact on our Early Intervention Program very shortly. Please pass the information to your fellow therapists and the families you serve, so they may consider indicating opposition. Your families will be receiving notice of the proposed changes in the mail. Please encourage them to respond by sending letters with their signature.
If unopposed, the following proposed changes will occur: Parental fees will be required of families receiving Early Intervention services, which may cause many families to drop out of Early Intervention. Reduced payments to Early Intervention providers will occur for those delivering home and community-based services. Increased costs to Early Intervention providers will occur, due to proposed requirements for providers to directly bill Medicaid and private insurance. This will force many agencies to close. Use of para-professionals for ABA service rather than certified masters’ level special education teachers, with questionable cost savings and less employment opportunities for educated individuals. Changing the treatment location from home to facility-based environments which would decrease opportunities for parent involvement and for parent training and support.
