A scathing report issued by the State Department's Office of the Inspector General says that the US embassy in Tel Aviv has 'failed completely' in its efforts to convince Israel to roll over and die.

I'm not sure. Loan guarantees are still construed as 'aid' and for what it's worth, there's rarely a great deal of pressure to pay them back. So it winds up being a de facto aid program. I'd rather the US bought Israeli sovereign debt bond issues.
