PMW: United States Paying Salaries of Palestinian Terrorists

"The US funds the PA’s general budget," the document reads. "Through the PA budget the US is paying the salaries of terrorist murderers in prison and funding the glorification and role modeling of terrorists."

The report said the average monthly salary for terrorist prisoners is NIS 3,129 a month, more than the average monthly wage for a PA civil servant, According to the report, the payments are dependent on foreign funding and the PA law governing the payments stipulates that they "will be implemented... on the basis of available sources of funding" The US provided some $600 million to the PA in 2010, including $225 in direct budgetary assistance to the PA.

The report from Palestinian Media Watch, an Israeli-based organization that monitors the Palestinian media and culture, said that more than 5,500 Palestinian prisoners in Israeli jails are getting salaries from the PA. Though Palestinians held by Israel on charges of terrorism have always received stipends from the PA, the practice was formalized this past April when a new law to that effect was promulgated. The law was reported in the Palestinian official press but went unnoticed by the international media. Given that the United States gives more than $600 million to the Palestinians each year, including $225 million that goes directly to the PA, the payment of these salaries is a violation of U.S. law.

A few weeks ago after the Palestinian Authority announced that it was in the midst of a major financial crisis, which continues today and is only getting worse, Hamas said it was having no problems financially. In fact in some cases it seemed as though Hamas had too much money as they were handing out money to Gazans. However, it seems the truth is coming out.

And the Palestinian Authority's financial crisis continues....
Palestinian Prime Minister Salam Fayyad said on Tuesday that the Palestinian Authority (PA) needed $300 million "urgently" to help ease a financial crisis.

The PA "urgently needs $300 million to overcome the bottleneck and deal with the financial crisis," he told reporters in Cairo after an extraordinary meeting of Arab League representatives.

And if you happen to be in Gaza, that triple salary is also tax free.Various international NGOs working in the occupied Palestinian territory (oPt) have questioned a demand by the Hamas government in the Gaza Strip to audit their books, saying the move could jeorpardize vital operations.

“We have nothing to hide but obviously there are concerns about what other information they may want to look at or have access to, including beneficiary lists and contact details for staff, which are normally kept in HR folders,” said one aid agency employee who requested anonymity.

According to aid workers, the motives behind the audit are unclear, particularly as the suspension of several major agencies in Gaza would place greater humanitarian responsibility on the shoulders of the Hamas authorities.

Some suspect the demand could be a pre-emptive move by Hamas to begin collecting income tax from agency staff in Gaza. Currently, under a presidential decree from Ramallah, Gaza humanitarian staff do not pay income tax.
