As much as I hate to say it, he's probably right. For some cultures out there laws related to this type of thing are quite severe and as much as we'd like to call them backwards, Qatar is a sovereign nation able to enforce its own laws. Refraining from controversial activities would be the intelligent thing to do here while in country. Hopefully if an "incident" occurred local embassies would step in and negotiate for a courtesy turnover but why chance it?

I just thought it was a little random and slightly funny to see someone as the head of an organization to tell people to not have sex that's really all. I'm pretty sure open affection is against the law there too. I'm sure if anyone had sex where it could be seen they'd get arrested.

When I was there for 4 day pass, females we had to wear long sleeved shirts and jeans, not even shorts. Oh well I suppose. It's their country.

He was asked what he would say to gay fans who want to go to Qatar for the 2022 competition, given that homosexuality is banned there.

"I would say they should refrain from any sexual activities," he said. He was asked the question...what else could he have answered?

Maybe if he just said "All fans should follow the laws of the host country" it wouldn't have made a headline.

Seems like a dumb article designed to sensationalize the guys sensible answer to a question that was designed to create a headline.
