I'd probably rephrase that one part (although the rest of your post is correct).
Unfortunately, a lot of sterling people can't find an American kid to adopt. My brother and his wife, both West Point Grads with excellent records of charitable service, spent five years trying to adopt a child from the U.S. before turning to the Philippines.
Russia, Philippines, and especially Guatemala are all essentially baby mills.
